JOB DUTIES In the role of purchasing and contract controller, you contribute to the purchasing unit conducting qualitative procurement work by providing support to the municipal group's operations in close dialog with buyers and purchasing managers. You will contribute to developing the municipality's work with both procurement and contract monitoring. As a purchasing and contract controller with us, you play a key role in further developing our work on purchasing and contract fidelity. You will ensure that our contractual suppliers deliver and invoice in accordance with the applicable contracts. You will be responsible for the municipality's contract database and follow up on how the municipality's activities buy according to the established agreements. Your tasks will mainly consist of: - participating in the planning and coordination of our procurements and contributing to the development of methods and working methods in this area - systematically analyzing, following up and monitoring the contracts signed with our suppliers - ensuring compliance with the requirements and contractual conditions set out in procurement procedures - coordinating and ensuring the effectiveness of contract monitoring and developing the monitoring process - develop a basis for strategic choices for major procurements, compile experiences and outcomes from previous agreements, - follow up the status of our suppliers regarding grounds for exclusion, You will also work with support, advice and information to the operations in purchasing, procurement and contract issues. If time permits, you will be given the opportunity to handle your own procurements. Together with your colleagues, you will be highly involved in our development work, which is currently most focused on introducing and developing a municipality-wide ordering organization and introducing e-commerce in the Kiruna municipal group. QUALIFICATIONS We are looking for you who have a post-secondary education in e.g. economics, law or other relevant field, YH education in the field or other background that the employer considers suitable for the role. - The post requires a good command of the various components of the Office package and a very good knowledge of Excel. - You have knowledge of financial and business management, costing and statistics. - You understand complex linguistic material, both spoken and written, and produce your own high-quality documents. - You are quality conscious and meticulous and work well with complex issues and problem solving. - You have a strong interest in working with good business and have an understanding of procurement as a strategic tool and instrument to achieve objectives. - You are structured and able to plan, organize and prioritize your work effectively, while being flexible and able to cope with changing circumstances. It is an advantage if you have experience of working with finance and/or purchasing and contractual issues in a municipality or other politically controlled organization. We would like you to have good knowledge of the regulations that apply to public procurement and experience of working in procurement systems and/or financial/business systems. We use the business system Unit4 ERP Agresso and the procurement tool Mercell TendSign with associated contract database. It is therefore advantageous if you have experience in these systems.
