The purchasing unit currently consists of four people and is a unit within the finance department of the municipal management administration. The purchasing unit coordinates and carries out procurement of goods, services and contracts for the municipality's operations, often in collaboration with the rest of the municipal group. JOB DUTIES In the role of Purchasing and Contract Controller, you will contribute to the Purchasing Unit conducting high-quality procurement work by providing support to the municipal group's administrations and companies in close dialog with your colleagues at the Purchasing Unit. You will contribute to the development of the municipality's work in the procurement area with both procurement and contract monitoring. As a purchasing and contract controller with us, you play a key role in developing our work on monitoring framework agreements, construction contracts, other agreements and monitoring contract compliance. You will ensure that our contract suppliers deliver and invoice in accordance with the applicable terms of the contract and you will follow up how the municipality's operations purchase goods and services. As the position is new, you will have great opportunities to influence the design of your own position together with colleagues in the purchasing unit. Your tasks will mainly consist of: - Supporting the work with data and decision support to conduct a qualitative procurement and purchasing work - Responsible for producing, analyzing and presenting statistics for control, follow-up, planning and decisions - Coordinate and develop the municipality's methods for contract monitoring - Develop work on internal controls linked to the area - Administer and be responsible for our contract database - Provide support to the organization in procurement and purchasing related issues on contracts, direct procurements and orders Together with your colleagues, you will be highly involved in our development work, which is currently most focused on introducing, developing and training a municipality-wide ordering organization, as well as introducing e-commerce in the Kiruna municipality group. If time permits, you will be given the opportunity to handle your own procurements. QUALIFICATIONS We are looking for you who have a post-secondary education in e.g. economics, law or IT / technology, or a YH education in procurement and purchasing. You may also have acquired the necessary knowledge through relevant professional experience that the employer considers equivalent and suitable for the role. You have a very good command of the Swedish language, both spoken and written, as the work involves many internal and external contacts and being responsible for creating and producing high-quality reports and decision-making documents. The position requires that you have a good command of the various parts of the Office package and have very good knowledge of Excel. It is an advantage if you have - Knowledge of the regulatory framework applicable to public procurement. - Experience of similar tasks in purchasing/procurement or other financial management in the public sector. - Experience of support systems for procurement/contract management and financial/business systems. We use the business system Unit4 ERP Agresso and the procurement tool Mercell TendSign with associated contract database. - Experience in internal training of staff.
