This is the role for you if you are relationship-building, driven, committed and want to develop and lead the work in employer profiling and drive strategic skills supply issues at a municipality-wide level. As an HR strategist, you belong to the HR office at the Municipal Board Administration. There you will be responsible for the municipality's joint employer profiling and ensure a positive employee journey in Luleå municipality. We are now looking for you who want to be involved in driving the strategic supply of skills further to meet the skills needs of the future Luleå municipality. You have an overall responsibility for increasing our attractiveness as an employer and ensuring that we attract, recruit and retain the right employees, now and in the future. You are responsible for working with skills supply from a broad perspective and holding together the municipality's joint employer profile and employer offer. A large part of the work is based on networking and continuous cooperation with both internal and external actors (e.g. the Swedish Public Employment Service, the university, collaboration with other large employers, etc.) You will also work closely with our communication office and, if needed, external communication agencies. A dedicated team with representatives from the administrations is also an important collaboration space to analyze skills supply needs and coordinate targeted interventions. You will also work on developing our HR processes, such as the recruitment process to ensure a good candidate experience and contribute to the development of system support. You will also prepare the basis for decisions, work with follow-up and evaluation of the effects of various initiatives. QUALIFICATIONS In this role, there are many interfaces and to be successful you need to have a good ability to build trusting relationships. You are confident in communicating and engaging at different levels and with diverse groups. In your work, you take great responsibility, are goal-oriented and enjoy developing your work. You work from a holistic perspective, have a structured approach and can prioritize the right direction with good judgment. To succeed in the role, we look for you to have: - Academic degree with a focus on HR and/or marketing or another focus we consider equivalent - Several years of experience in strategic work in employer branding and skills supply - Experience in skills-based recruitment - Experience in business development - Good language skills in Swedish and English (as international work is involved) It is also advantageous if you have: - Experience in procurement of IT systems in the HR field - Experience from large organizations, preferably municipal operations or other politically controlled organizations OTHER Together we play an important role.
