The urban planning administration in Umeå municipality consists of Building Permits, Detailed Planning, Surveying, Environmental and Health Protection and a staff with support functions. The administration has approximately 200 employees. The Building Permit Department is divided into four units (Permit Processing, Inspection, Administration and Housing Adaptation) with a total of about 45 skilled employees who mainly handle building permits with associated site visits and technical consultations, as well as carry out supervision and provide advice and information to the public. The Building Permit Department is responsible for, among other things, building permits, supervision, land permits, sanctions and interventions under the Planning and Building Act, but also beach protection dispensations under the Environmental Code. The department is also responsible for processing applications for housing adaptation under the Housing Adaptation Grant Act. We work on the basis of customer benefit and always strive to simplify for everyone without compromising legal certainty. Your work tasks As Head of Unit, you will be responsible for the management, planning, coordination and development of the unit's activities. You are part of the Building Permit Division's management team and you have personnel responsibility for the unit's approximately 12 employees, whom you lead to good results in their daily work. You will also actively contribute to the development of the Building Permit Department as a whole and to our jointly agreed objectives. Part of the service also consists of operational work in the cases and tasks that fall within the unit's area of responsibility. This involves, for example, the handling of inspection cases, inspection visits and advice on building technology issues. The role also includes ensuring the staffing and competence of inspectors for the inspection and advisory functions. About you We are looking for you with a relevant university degree in civil engineering, or an equivalent level of knowledge acquired in another way, which we consider equivalent. You have experience of working with the exercise of authority in the PBL area. We consider it particularly positive if the experience is recently acquired, preferably through a leading position and preferably in the field of construction inspection. Furthermore, you have good and documented knowledge of the Planning and Building Act (PBL). We also believe that you have previous management experience, particularly meritorious if you have worked as a manager with staff and operational responsibility.
