Are you the one? The City Management Office is the administration of the City Council and is headed by the City Manager.
It manages, supports and coordinates the work of the municipality on behalf of the Municipal Executive Board. The City Management Office is divided into eight departments and has around 250 employees. It also provides support to the political leadership and elected representatives on a range of issues. Your tasks
The HR Manager for the City Management Office provides operational and strategic HR support to the Head of Administration and Heads of Department. This involves a broad range of support with an emphasis on operational matters, including
SAM/OSA
health factors
active measures
rehabilitation
redeployment
trade union cooperation and consultation
skills supply and recruitment
payroll process
guidance in individual and organizational matters
delegation decisions on a number of labor law issues for the administration.
The assignment includes recurring requirements for the production of analyses and written and oral reporting to the administrative management and committees. The broad operational process support also requires knowledge and guidance in the associated system support. The position also includes employer representation for approximately 15 political secretaries.
There will be regular elements of information and training on HR issues. The assignment also implies expectations of deeper knowledge in a number of IT system support issues related to the HR processes in order to be able to assist the joint operation and the administration's use of system support.
The post is located in the HR department under the authority of the HR Director. As HR Manager, you will be part of the City Management Office's management team and represent it in, for example, the administration's trade union cooperation group.
You will also represent the administration's perspective in the HR Director's management team and related cooperation areas with other administrations for a consistently applied HR policy. There may also be regular contact with other municipalities where, for example, the administration supports committees in collaborating municipalities.
About you
We are looking for you who have:
an academic degree with a behavioral science focus equivalent to the human resources program, or other education that can be assessed as equivalent.
several years' experience of independent, broad-based HR work in a large, politically controlled organization.
good oral and written communication skills
digital skills and understanding of various HR systems.
Through your professionalism and secure anchoring in HR work, you deliver value-creating operational and strategic support to management and operations. As a person, you are stable and unpretentious with a strong commitment to HR issues. You have excellent interpersonal skills and interact well with managers, union representatives and employees. You will have a high degree of self-leadership and the ability to achieve good results and contribute to a coherent and consistently applied HR policy.
