Stöd och omsorg is a part of the municipality that provides support and care to children/young people, adults and the elderly who live or are in Umeå. The politically responsible committee for the area is the Individual and Family Committee. Support and care includes the activities Disability care, Individual and family care and Authority exercise. Support and Care's HR unit works to provide support, advice and knowledge to managers within the administration. Our mission is to represent the municipality's personnel policy in order to achieve a uniform approach to HR issues within Support and Care. Type of employment We are looking for employees for two positions: one permanent position and one temporary position with access as soon as possible until 2026-01-31, with the possibility of extension. Your tasks As an HR Partner, you will provide consultative support to Heads of Unit and Deputy Heads of Operations on a wide range of HR issues. The main tasks will be to support and skill our managers in their decision-making in HR issues in labor law, work adaptation and rehabilitation, systematic work environment management, change management and other conditional issues. You are responsible for business-related HR support based on Umeå municipality's governing documents, policies, guidelines and application instructions and ensure a common employer policy. Collaboration is a big part of the job where, in addition to union collaboration and negotiation, you also collaborate with both internal and external actors, such as occupational health care, insurance funds, etc. Other tasks that may be included in your assignment are introducing new managers in the HR area, holding workshops and group and individual interventions. In the role of HR partner, you will be able to take on a great deal of responsibility and have the opportunity for development. You will also participate in information and development regarding the municipality's common HR processes. About you We are looking for you who have a university degree in the Human Resources program or other relevant education that we consider equivalent and who want to support the managers in various HR issues. Good knowledge of labor law is a prerequisite for success in the work. You will also have experience of working with trade unions and be confident in handling negotiations and deliberations. Experience of working with HR issues in the public sector would be an advantage. As you will be providing consultative support to managers and others with your expertise, we value you who have strong relationship-building skills. You are confident in your professional role and have the ability to meet and support people in difficult situations, integrity and credibility are qualities we value. You are responsible and carry out your work carefully. You have the ability to both initiate and drive issues and improvement work independently but also in collaboration with others, which is why you enjoy building relationships and collaborating.
