We are looking for a passionate and experienced development strategist in finance who wants to help drive strategies for sustainable transition for Umeå municipality and its residents. You will be involved in developing and implementing investment strategies with a particular focus on grant financing for our transition portfolio. You will be part of a team of strategists with an eye on Umeå's future and the position will be partly shaped by your experience and knowledge. As there is a lot of variation and room for maneuver in the work, you need to be driven by being able to control your own workday, be confident in your role as a strategist and love collaboration. The position is located at the City Management Office, Strategic Development Department. We initiate, lead and coordinate assignments of a strategic and operational nature that are of importance for Umeå's sustainable growth. Education requirements (must have) Academic degree in relevant field (e.g. finance, economics, management or equivalent) Experience requirements (must have) Several years of work experience with similar tasks as the position entails Experience in financial analysis, investment management or similar roles, preferably with a focus on transition Knowledge of EU programs, EU funding and national calls Experience in writing applications for external funding In-depth understanding of financial processes preferably linked to the public sector Experience in building partnerships and networks at national and international level Ability to express oneself both orally and in writing in Swedish and English Desirable experience (good to have) Experience in policy-driven organizations Experience as project manager for major EU/national projects Ability to give summary presentations on complex issues to clients (e.g. politicians and civil servants, the public) and to lead workshops and meetings Your tasks As a strategist, you will mainly explore and evaluate different financing options to support Umeå's transition. This includes analyzing financial risks and opportunities and working with internal and external stakeholders to allocate capital (e.g. through grant funding) for our transition portfolio. An important part of it is to lead and manage sustainable financing solutions for climate investments by navigating and collaborating with EU research and innovation networks and their capital hubs. Beyond this, you will also: Interact at EU and national level Represent Umeå municipality in different contexts and position Umeå as a leading city in sustainable urban development through participation in national and international arenas and networks. Create consortia and initiate applications with partners Be involved and coordinate territorial strategies for transition. Monitoring the external environment on topics relevant to the service Provide expert policy support in various contexts and prepare policy documents for decisions. About you You should have a good ability to initiate, adapt and manage change and development efforts. You will need to manage sudden changes and quick initiatives and work against tight deadlines. You will have the opportunity to prioritize your tasks on your own, where you need to be able to make decisions with the support of others. You have knowledge of strategic programs at national and European level. You will be energized by networking and public speaking. The post involves regular travel, both national and international, particularly within Europe. You are outgoing, communicative and able to both pursue issues on your own and actively seek collaboration with others. Your ability to explain complex contexts in an easy-going and interesting way in both speech and writing, in Swedish and English, is very good. The work requires good analytical skills and creativity and requires qualities such as good judgment and integrity. Last but not least, you take your own initiative and are self-driven, while at the same time finding it easy to cooperate and discuss solutions in a group. You are unpretentious and willing to share your knowledge to advance development. Great emphasis will be placed on your personal qualities and experience.
